Dell optiplex 990 steady orange light

Hi

FOXCONN E253117 94V-0 ML1-Y MOTHER BOARD

when connecting power its fan starting no beeps and steady orange light

No post and nothing on screen

Any body have idea about test direction ?

Check the voltage to ground of each large grey coil / inductor. Each such coil is linked to a local power supply (buck regulator = high voltage in; lower voltage out). Perhaps some cap is shorting and causing an excessive current draw so that power rail will shut down for safety.

I did check resistance on each coil and saw no short

some of them near cpu simply did not have any voltages

I saw this video where he is replacing LM358 and fix the issue
