ASUS Crosshair V Formula-Z no POST

Hi!
I have an ASUS Crosshair V Formula-Z (part number C9M0BX123818) that powers on but does not POST (boardview attached)
The small debug display (2 x 7-segment LEDs) remains off.
RAM, CPU, VGA and PSU work fine on another motherboard.
I checked some voltages and it seems +1.1VNB is missing.
I also replaced PCE503 and PCE500 (100uF 16V) because they were defective.
What else can I check?

Is "+1.1VNB" shorted to GND?
Is there any coil shorted to GND?
Does the EC chip / chipset chip has it's "always on" voltages?
