What may cause a quarter fan spin on a Mac mini 820-5509-A board?

Hi all, I' m a newbie in troubleshooting but I'd like to solve a quarter fan spin issue on a 820-5509-A board. Where should I start to solve this problem? Any suggestion is useful! Thank you!

Remove all power. Meter in resistance mode. Measure the resistance to ground of each and every inductor (usually are grey in color). Each such coil is linked to a power rail. You are checking for a low resistance to ground on each power rail which usually means there is a shorted capacitor on that rail. Post each measurement that is found to be a low resistance reading. Reference the measurement with the 'L***' label for the inductor.

Here are the measurements. I still can't red exactly the schematics, and I found any .brd file to upload on openboardview. I tried to be as accurate as I could!
