Hi, I'll tell you the story of this PC.
The PC was repaired because it had a shorted power supply. What happened was that the plastic covering the buffer battery positioned by the manufacturer on the capacitor melted, thus generating a short.
After the repair, the PC worked, I installed Windows 11 and I may have had some problems with the video drivers, but after a bit of tinkering I think I solved them.
However, the PC later presented the problem in the video shared very frequently.
The problem also occurs at startup, in the bios and when using it as a monitor thanks to the HDMI input.
I'm wondering if you could tell me if you think it's a power supply, cable or video chip problem.
Also on the screen is this power board. Maybe it's worth checking out?

Furthermore, when everything is working, horizontal lines appear on the screen which are only visible up close. However, in this photo there is also the classic flaw in photographing the screen.

Thanks for any suggestions
