Fisher Bike Cycle Gaming toy?

Hi guys,i found this Fisher Bike Cycle for my granddaughter that someone put it on the side of the street for someone to take they do this alot here in usa and 90%works,it did not come with the any game cartridge, now i want to get a game cartridge from e-bay but i don´t know if this toy is working,anybody here has this type of toy and could tell me if it should turn on without the cartridge,it has 4 batteries and they have 1.4v each tested ,thanks in advance.
