Yes it can be tested without a load. It is only to confirm that the power supply is turning on the panel power 5 volts. The PS-ON resistor is to turn on the main power supply (which is confirmed to work) the PNL_POW resistor is only to turn on the panel 5v
normally the main board provides the 3.3 volts to turn on the power supply and the panel power, the resistors are to simulate the main board. The main board should not be connected when forcing on the power supply.
