HP 27o will not light up

    Hi, everyone

I have some experience w/ repair of motherboards, but kind of newcomer w/ monitors, especially modern ones. Not taking into account replacing bulged capacitors at some old 19-22" stuff.

What we got: HP 27o will not light up, even SB led. No schematic available.
    SMPS #ILPI-352 R.A; LED driver OZ9998EGN; Buck conv. R7731A.
    Main #ILIF-516 R.A, processor RTD2513FR.
    Panel #M270HTN02.5

When Power On (plug in), nothing happens, no SB led, no flash. I found +5V, it's steady with 5.17V. The second voltage is 20.8V. Also additional +3.27V & 1.91V present at main. No damaged elements were found. Checked out all the capacitors with ESR meter, seems to be OK.

As I could see, all the IC U401 - MX25L4026E, U402 - FM24C16D, U201 - FM24C02C, U202 - FM24C02C were desolded and returned back, so there was an attempt to replace SW with good one. Seems to be, it did not help at all.

So, where should I start from?
    Thanks in advance.
