Dell Inspiron 15 3541, strange CPU usage

Hi,

I have this Dell Inspiron 15 3541 (AMD) with strange CPU (System) usage. I have changed HDD and windows, yet still same. Nothing else has been installed apart from the Windows OS.

CPU: AMD E1-6010U @1350MHz

This is an E1, probably the most garbage series out there. Anything will slow it down.

Yesterday i saw an similar case caused by not using an adapter of the correct specs. Is the utilization fine when working from battery? Adapater is known working and of correct wattag?

I haven't tried using battery only. And currently, I don't have the battery again. The adapter is a 90W original adapter and works fine with other Dell models I have used it with.

The recommended wattage is either 65W (3.34A) or 90W (4.62A)
