    Two, as stated, it depends on how well cooled the rest of the system is kept. I find that the heat from the PSU increases largely with how well the CPU is cooled, though that could be because in some designs the PSU fan (at least in PSUs that use 120mm-140mm fans or PSUs that have vents at the bottom to draw heat away from the CPU's heatsink) acts as more airflow for the CPU. I also don't really think the stock coolers were that inadequate, the initial Pentium 4s (or all of them, rather) were just rather hot for the level at which they performed, warm enough in fact for Intel, in their infinite wisdom, to set the throttling temperature as low as around 60*C... hence the need for case fans... because anything more powerful than the stock fans might have been a bit too loud, at least for me.
