I think I found the right component.
A 16TQC100MYF from Panasonic. I am not sure what you are asking, do you mean how am I sure it is the only one that is faulty?
Well I am not, at all. But it is the only one I would be comfortable replacing, the NCP303151 would mean hot air, which I don't have.
I am just taking a chance that it might work.
I did some measuring with a multimeter, from various components to ground, I was told it was supposed to measure in the kilo...

I have this RTX 2070 - It boots into bios but smells really burnt, so I opened it up I and saw the culprit:
An SMD component with "100 C85" written on it.
I want to find a replacement, and put it in to see if that fixes the card,
but I have no experience in finding electronic components,
and I dont even really know what a capacitor does in detail.
Can some one help me, I have no real knowledge of electronics,
