hi,

i have the same problem. changed nearly every cap on the board, but it did not change. i found a workaround:

connect the psu with the board. then use a wire to connect pin 13 (green) of the atx connector with ground (black). the psu fan will spin up and then spin down again. now the high pitch noise disappears.

after that i am able to start the pc with the normal powerswitch. it works until i disconnect the psu from ac. after plugging it in again, i have the same problem.
