If the switching MOSFETS were blown did you chaeck the current sensing network to see if anything is damaged? if so it mite be low enough current not to trip OverCurrent unit a small load is applied.
If this is a half bridge design check components on the driver transformer area, if it's a signle transistor forward converter, check for a open source resistor on the switching transistors or sensing resistor compator parts.

Ultra X connect uses this same board and same with some Acer Power units I've seen, there not that hard to do, but becarful cause the 5V and ground traces are somewhat close together (briding is easy).
P.S there are two caps on the 12V rail, one is a 16V 470uf that is "standing" on top of a small coil and then the big one on the board, the 16V 470uF should be change with a larger value. I have put in 16V 2200uF cap in it's place with no problem and the output is quite a bit cleaner.

Opened a ATNG Power Co.LTD 300W power supply, has bad Fulltec cap and probly a piece of crap too but not sure is a CS or SC

Fulltec one bulged but not leaking (yet) and CS or SC is fine looking but most likly crap.
BTW thats glue on the caps not it's inards....

That will make the VR for the ram on the board shit it's self, 4.2V!!!!!! that'll blow your ram to bits, the VR for the ram and the northbridge. Well I guess if you like blowing lost of money on crap just to watch your system let out it's magical smoke then go for it, but as far as I'm concerned, as well with others, this is a bake your system garbage device.
I give it theaward.

It's very unlikley that a inner trace burned out for the usb, the data likes are every low current, the 5V will ride on the top or bottom of the board and the grond is in one of the layers. The ground is very big and would make lots of smoke if it did burn and there would be some kind of noticalbe bulge or black spot.

A little late, but to me it sounds like your ABL (Automatic Britness Limiter) line is not able to change completely when it close to the end of the scan time.
It could be a bad opamp or able drive transistor.
Other than that, I'm a bit stump as you are, only other thing I can think of is pour B+ regulation.

Re: Connecting ground from different power supplies...
If your planning on using 2 power supplies in your computer(one for board and other for drives) it is ok to connect grounds.
Also, the cases of the power supplies are connected to ground internally, so if you mount both of them in a chassie you don't need to connect the 2 ground wires as the case is doing it for you.
If you wanted to hook a battery up to a power supply, DON'T, there's too many different problem assosiated with it.

starfury1 - The fuses are very low ohm resistors so anything close to 1 or less is fine for them
adphan50 - The fuses are fine from the values you stated, so next thing is to see if you have 5V on your usb headers. To do this put your black probe on a ground source like the chasie or if it's out of the case, on one of the ground pads of the screw holes.
Next, take your red probe (and have your multimeter set on DC volts and anything around 20V setting) and start checking the ends of the the port terminal....

Well I'm at work right now but when I get to my shop I'll take a picture, anyway, it's a soldered on one so the heat sink is very close to the board and is screw mounted.
More details when I can get ya a picture.
BTW the fuse can be changed, tweesers and good lighting and you have it set.

Please check what I said earlier.
Check the two red circles in the picture attached, with an ohm meter put it on the lowest setting in ohms ex.200 or 1K and check the fuse. It should read 0 or really close too, if it reads really high or nothing, thats what smoked....

No problem, heres a few more I forgot about and maybe not known of.
I don't have a pic for the 1/4W resistore fuse.
BTW the little grey retangular blocks in the first picture are actually coils but they will open if there is too much current, hense acting like a fuse(seen usb ports use this and even replaced them)...

There actualy little self resetable fuses, like the green rectangle ones on some boards.
It's ok to bend them, just don't bend them too much or they'll break off.
