Are you sure it's a PSU fault?

Most probably you have faulty backlights, Check the voltage on pin 8 of CN801 on switch on and see if the voltage rises momentarily and then falls .If so it is definitely the backlights. The are 3in1m sets ,this concept is very popular with TVs made in China although I believe this set is made in Vietnam.

RT809H is quite good and that what I use. But there are even better ones if you have the money.I have heard about UFPI programmers and heard a lot of praise about them
but never seen or used them so it's only hearsay on my part.Wonder if anyone here on the forum uses them.Would be very interesting to hear their take on them.

I believe that they employ a cnc router to cut light guide plates to the dimensions that are wanted,Also sometimes they use laser cutters .Anyways it would be very interesting
to know what kind of results you get.I have heard of people who had cut away melted edge of lights guides and getting good results but never done it myself.A router should get a
very smooth edge so you could get excellent results....

Check for s/c on the os9966 and give it a close inspection for possible burn marks.I wouldn;t be surprised that it failed due to the ripple caused by those two bad caps you had on the invertor boards.

Re: strange volt readings.
Try applying +5v from a bench psu to the bl-on input of the inverter and see what happens.
Before doing this,check the resistance from bl-on input of the inverter for any s/c .As you unplugged the whole connector,you may have inadvertently taken a floating voltage reading .
