1) Pulled the power supply and tested it. Voltages look ok. ps fan spins up.

2) When the power supply is attached to the mb, the ps fan doesn't even spin up, and no sign of life on the mb.

Is this consistent with bad caps on the mb or some other issue?

This Neo4 is actually a replacement I got from MSI years ago, after the original failed due to bad caps. I used this replacement rarely in the last few years [B]only to back up my main system[/B].

Was noticing a problem for quite a while, if power had been removed (not plugged in) for a while, it would take 3 or 4 minutes before it would power up. I wasn't sure if the mb or power supply was the culprit. Once the Neo4 was up and running, I experienced no issues.

Well, I did a backup yesterday , but when I tried to boot up today, nothing.[B] No fans or lights[/B]....
