Thx all and yes your concerns are probably legitimate. No I don't really know what anything else is called on the circuitboard. I'll try the new power circuitboard route. Appreciate the assistance and caution.

The replacement board is $120.00 for the lower Green peripherals board. I found this on the power supply board, $65.00 part numbers: P/N 3BS0164012GP I think mfg model is FSP201-3M01
Here are closeup pictures of the power supply board. I bought a couple resistors from Digi Key I might try at U7 and U9 of the peripherals board because they were 1$, but it seems I'm not even getting the right power into the peripherals PCB from the power PCB.

This video shows exactly what my symptoms are and the circuit board I'm working with.
I"m testing with the power turned on just like this video. My Visio logo turns on from orange to white and the tv stays on just like this but not picture.

I'm not an electrical guy so bear with me. Today was my first use of a voltmeter ever.
See pictures of my PCB. My resistor and fuse readings were as follows.
F1: side "a" and "b" were both 0
F2: side "a" and "b" were both 5.0x volts
Resistors: Base / Pin 1(top) / Pin 2(middle) / Pin 3 (bottom)
U2 3.3 / 5.0x / 3.3 / 2.0
U4 3.3 / 5.0x / 3.3 / 2.0
U7 1.28 / 3.3 / 1.28 / .03
U9 1.5 / 3.3 / 1.5 / 0.0
U33 3.3 / 5.0x / 3.3 / 2.0
I also tested the component...

Visio VX37L PCB?
Can anyone help me with a Visio VX37L PCB? The TV Light on the bottom turns on (white) but the screen never turns on. I have a voltmeter, did some tests on the resistors and such, and also the fuses. One of the fuses that is supposed to show 12 volts when powered on has zero. I can post pictures.

Hello everyone, I'm a new member, not a technician by trade, but I'm here to see if I can get help fixing my Visio VX37L TV. I watched a video posted here on testing resistors on the PCB, picked up a voltmeter and started testing. Looks like some smart people here, I'm sure we'll find a fix!
