Well, I replaced the cap with one of the same size and color and it instantly blew on startup (a piece of ember darted out and that lovely smell returned).
I did notice that the solder they used on the card had a high melting point. Wouldn't budge with my soldering iron and my hot air rework tool almost didn't cut it either.
I'm done at this point.
1080 TI or a Vega 10 is in my sights.

Zotac 980ti shorted capacitor in VRM
Its under warranty but they will not service as I bought it used from Ebay.
Zotac does not offer transferable warranties!
Anyways, I ran it at the factory overclock since Sep of 2015.
Was playing some Conan Exiles and pc just died,and I smelled that wonderful smell.
Disconnected all devices from PSU and when I plugged in the 8x pins for GPU bam, short protection kicked in.
It looks like a burnt ceramic cap.
I can replace this myself, but I am worried something else is shorted.
Question...

Anyway, I was browsing the "Power supply build quality pictorial DISCUSSION" page trying to find pics of that coolermaster 460 i recently posted and saw that "Delta DPS-700FB-1 A" you posted.
I was just wondering if that would be a good PSU for my setup.

COOLER MASTER Elite 460 Watt RS-460-PSAR-J3
Ok. While waiting on my Antec EA-430 to RMA, I bought this COOLER MASTER Elite 460 RS-460-PSAR-J3 460W power supply on newegg for $29.99 with free shipping.
It only has a year warranty so I was wondering if it is made with ok quality parts.
And is there anything I can do (recap it, put in better power mosfets?) to make this one last a little longer.
Also, my Antec had a three year warranty, but died after only a year.

Antec EA-430D
I bought this power supply back in January of '09 and it died after a fun gaming session.
So, I was playing BattleField Bad Company 2 (just got the game today ), went to get some water, and when I came back my pc was off.
Tried to turn it on, and all I got was a Power LED to light up and a weird whistling/beeping sound. Unplugged everything but the mobo, and still the same problem.
The sound is coming from the power supply (I think it's a Power Mosfet,as the sound is the loudest from the far right heatsink, next to the primary capacitor)....

Thanks for the recommendation, but I don't think I need two ceramics for the price of four glass fuses. And besides, I want to see when it blows. Also, I'm not too keen on the proper settings for a digital multimeter....so the chances of me making a mistake goes up. More fuses=less stressing over only having a few chances. ...

Good point on the "buy what you need ,when you need it" comment. And I can't measure the fuse as I'm not home right now. But I got a look at it before I left, and it looks to be about 0.75 of an inch long....

Digital Multimeter Fuse
Ok, first off, I'm a noob.... . Now that that's outta my system. I bought a Digital Multimeter, blew the fuse on the same day.... . It says in the manual that the fuse may fail due to user error... . The manual states that I should replace it with a F 500mAL 250V -Fast Action- fuse....
That's where I'm stuck, I tried google but too no avail...Please help if you can. (I don't know where to get these fuses, and my nearest Radio Shack went out of business.

I'm sorry for my implied ignorance, but here is what I used in place of a DMM. Also, there is the rectifier in question. I put the negative(the end with bare wire) end on pin 4, and the positive(the end with lightbulb tester) end on pin's 1,2,and 3. Pin 1 didn't pass, pins 2 and 3 passed. And before i put the replacement rectifier in, I tested the pins. And pins 1,2, and 3 were all fine. But, after I soldered it on I got nothing, so I replaced the fuse and got a standby voltage.
