I have the same problem .power on and off immediately and after 7-8 times the power mains on but no video and no HDD led ...I replaced NEC TOKIN with 4 smd capacitors as standard solution.before the replace the toshiba had restart every one minute.what do you mean Vbatt + rail please?thank you again!
