Set uses BOTH Cold (metal chassis, tuner cover, etc.) AND Hot grounds (Pin #4 of the bridge rectifier or negative terminal of main filter cap, for example).

Btw I see '5V' on schematic (top of C934). Did they leave 'STB' off?...

Do you have a external 5 volt supply that you could connect to the lower than normal 5V to see what happens?

A little constructive criticism: I think you should start with the TV in the condition with everything soldered in / plugged in / boards secured. Back cover should be off. Then follow the instructions one by one.

I also had a VF550M (Main= 3655-0062-0150 (4C)) with 1.2 volts at PSON. Applying 3.3 volts from an external power supply would allow the set to work.
Trying to follow a foil trace that at times feeds through from one side of a PCB to the other is a challenge. Best I can speculate is a pin on the large heat sinked (Micro?) puts out a voltage that goes to R11/C19 junction AND along the way heads over to Q5 base/Q7 collector.
Anyway, checking for a convenient point that has zero volts with...

Unfortunately ALL manufacturers make their money by selling TVs, NOT parts.
They may have a very limited supply of Panels, LED strips, or possibly the individual LED bulbs, but whatever they have would be furnished for warranty purposes.
Of course, you can try to find a replacement LED with similar characteristics, possibly Digikey, Mouser or even one from a similar strip.
I seem to recall reading, i believe it was here, that dead LED could be bypassed with a regular diode.

You've received the SAME answer on (at least) three forums.
Disassembly of panel until you can see ALL LEDs at once, or remove from panel and hook them back up.
