Should I get a multimeter and start testing voltages? Is there a guide on how to do this?I'm by no means a noob when it comes to electronics I just would like to know what I'm doing.

LG 47LK520 won't turn on. Goes to standby.
I have a LG 47LK520 that was hit by a lightning storm and have been trying to repair it. When plugged in, the red light glows steady and when the power button is pressed the light pulses red every couple of seconds.
Initially I bought a replacement power board thinking that would fix it but doing so didn't change anything. After some research I found out that the capacitors are often the problem however the capacitors on both my replacement board and the original board look fine. No bulges, no leaks, no busted tops.
So after some more research I came across this...
