Basically, jumper, 1-2 means “programmer.” That activates the programming line (ACT#) on the chip. Jumpers 2–3 translate to “brush machine,” while “brush machine” idiomatically means “flash programmer,” what it's really doing is disconnecting the programming line and setting up the system to use the USB to RS-232 as pass-through at TTL level. This was EXACTLY my problem. My 2.7k resistor was actually showing wandering resistance when measured - it kept changing!
I unsoldered it and tore the pad. I then traced the pcb traces and connected the resistor (only 2.2k) to the transistor and IC directly for better mechanical strength.
I tore off some of the excess heat sink tape between the power supply and chassis to add back in some thermal mass for those resistors to replace the removed glue.
So far, so good. I would have NEVER found that failed resistor....

There are 3 different mainboards for the TFTV4028, depending on the panel and inverters used - maybe even different LVDS/T-CON as well. I learned the hard way.
