Here are symptoms for my Dell SX2210T LCD monitor:

Computer starts fine at first. After 10 minutes or so, it starts vertical flickering from left bottom (at least it seems rather strong on the left bottom side). After a while it subsides then starts again. Flickering is more apparent and annoying on dark background. Flickering does not go away during BIOS when restarted so video card should be fine.

I reviewed a number of threads on flickering problem. As suggested, I looked at all the caps (10x 220uf 25V) on power board. Although they were all Lelon caps, visually...
