So if these chips get hot, does this mean they need replacing? Or have I got to trace something else back to the reason that's making this hot within seconds?

Toshiba Satellite L450 - Help Please
Hello everyone, hoping you tech guys might be able to help me cure this problem I have with this motherboard.
When I power up the board, the fan spins for about 5 secs tops then stops but I've noticed that this ''Realtek'' chip is getting very hot within seconds!!
What could cause this chip getting hot? I was wondering if it's either a dead chip and that's why it's getting hot or is it another chip, like an SMD thats affecting this problem.
I would really like to sort this out so if anyone has any ideas or suggestions that would be great.

Did anyone ever find out this problem in the end?
I have the same problem on mine, ... No light's , no power, no nothing!!
I've checked for dry solder joints etc, but still can't work out why it won't fire up!!
