Any other tell-tale signs I can look for to find failure? This is the only piece that has any physical damage to it at all.

How do I figure out the second number on the part? Can I buy the part in the store, or do I need to order online?

I've searched on Google and this forum and I can't find the answer I seek.

A friend's TV stopped working after a storm and I offered to look at it for them. When you press the power button, there is no light of any kind. I tried the quick 10 sec power button reset, no dice. Opened it up and found 1 component that had a burn mark. No caps we popped or burned so I decided to start at the burn mark.
