Just had this fault on a MacBook M1.
It was the headphone jack board that was faulty and bringing down the whole board.
Unplugged the connector and the MacBook boots.
Couldn't see anything obviously wrong with the board, but going to order a replacement headphone jack board.

I find it interesting that even with a bypass, where you have full access to the MacBook, yet still can't remove the previous owner details.

With the fuse removed, do you get a voltage on pin 1 of F7140?
If not, I'd look at checking/replacing U7100...

There's quite a few threads on here for removing activation lock on T2 MacBooks.
If it's been fairly recently updated to a recent BridgeOS, you may be out of luck.
There are paid services to bypass the activation lock.

You'll need to get hold of a parts board if you're serious about repairing this. Otherwise you'll be paying more and spend your time waiting for parts....

Did anyone see the unlock videos where a USB stick with macOS installer (and some other stuff presumably) is put on the Mac?

Did you try CMD-S terminal mode? You need to power up without using the graphics card. I thought safe mode would do this, but it seems not.
I think that since you've re-installed MACOS, but it then crashed whilst starting up indicates that the graphics card is faulty.
I've seen some complete boards on eBay for around $40.

Try taking out a stick of RAM one at a time to see if it's that causing the problem.
Also run ASD to check the iMac fully.

I doubt it's the GPU. It would just reboot.
Looks more like a bad installer. Try a fresh Catalina USB installer stick.
