Just wanted to let anybody know in the future that replacing the tcon board fixed the problem.

I am having a problem with my Toshiba hl167 tv. The problem is that when you turn on the tv the screen fades to black staring at the bottom and ending in the upper right within the first 5 seconds. The audio does not stop when the screen goes black. The other interesting thing that I noticed I that if no signal is being sent to the tv (cable unplugged) I can scroll...
