I had exactly the same TV and problem. After eliminated all possibilities, the main process (the one in the metal cage with many holes) apparently was not working. I opened the cage and found the heat sink was not evenly placed on the chip -- the temperature could be a bit too high. I believe the BGA needed to be re-flowed. I did a quick heat-gun re-flow. It fixed the problem.
