hello i have a problem in this tv when i try to start it the led blink 4 times and dont start any help is much welcome

no only this component,but the board was in other hand before,
they have changed some caps

Hello
i have an lcd samsung la32c450,power is dead,
i changed mosfet,and ic fan 7529 the mosfet blow and pin 7 out
of the ic fan 7529 give 12v+ what is the problem?
can i have the service manual of the power
