Put all files on card formatted to FAT 32 (windows XP) and installed. TV started following installation. There were no menu prompts while installed - blank screen. This isn't what is implied in Toshiba installation instruction. But:

TV turned on 10 times in a row. Will check it for a few days and will update. I hope this helps anyone with this blinking LED - no power problem....

Question about firmware update, The recommended file is compressed 2007SEN069. When you open there is what looks like 3 different files.
USTV07S3.prg
USTV07C3.prg
USTV07S2.prg
Also there is a folder associated with each .prg with 2 files in
bootimg
flashimg
Does anyone know which one is used (S3,C3,S2)? Also the instructions on Toshiba web page say no folders but when you extract file the bootimg and flashimg are in a folder.

That sounds easy, and have not tried it yet, but there appears to be a catch-22 here in that the TV must be on to load software. I'm not sure what happens if TV does not come on at the time I am trying to load software.
Sometimes TV comes right on. Sometimes I have to unplug several times for TV to start.

Toshiba 37HL67
Seems like my Toshiba 37HL67 has experienced common Toshiba problem of blinking LED and no power on.
Where is the best (cheapest) place to get the repair manual for this or similar TV?
I have ordered a small (32mb) SD memory card in attempt to reload software as was suggested on internet. It's amazing how fast this stuff goes obsolete, I had no problem finding a 32GB card.
All power looks good (going off labeling on board I have no schematic) so for instance 24INV measures 23.96.
There is a yellow and green LED on Seine board. These are side by side at lower right....
