Have you tried another PSU? Bad power supply is a very common fault on this model that causes the blinking amber led, although there could be other causes such as shorted USB ports.

Could be any number of issues. I'm no expert but I've run into network problems a few times so I'll share a few ideas with you in the hope they might help. You sound very knowledgeable so I suspect I'll be telling you things you already know but I'll fire ahead anyway just in case.
I'll take it for granted that you've already tried to reset your modem. You could also check to ensure all the necessary services are running (particularly TCP/IP) but I can't see that being the issue given that the LAN isn't working in linux either....

Filter keys is an option that makes typing easier for people with physical hand problems. It tells the keyboard to ignore brief or repeated keystrokes and means that keys need to be pressed for a longer time to respond. It can be switched on by pressing the shift key for 8 seconds and that can of course be done unintentionally - I heard of that supposedly happening when a cat walked on a keyboard.
I believe the filtr keys option is only supposed to affect the keyboard but I've heard of it affecting the touchpad too....

Are all the memory sticks the same brand?
Do they all work when you put them in the first slot?
Does the one that is currently working in slot 1 work when you put it in 2 ,3 or 4?

Another random thought - any Logitech drivers on your system? Been racking my brains and just remembered a similar problem on another system a few years ago. It had Logitech drivers (can't remember if they were for camera or mouse or whatever) and everything had been working fine until the keyboard/mouse problem unexpectedly occured. No idea why the conflict arose given that everything had been fine previously, but removing the Logitech drivers fixed it.

Another possible cure that worked for others having same problem on a different Acer model - disable the battery controller in the device manager. Can't see how this would resolve matters though when you've already tried using it with the battery removed, but nothing to lose by trying.

Stumped. Particularly since they're not working in BIOS mode. Do you get a keyboard error message when starting? If the system doesn't detect a keyboard then I'd expect to see that message (and hear a beep) early in the boot process. If you're not getting that message though, it would suggest that the system believes there is a keyboard there... albeit that it clearly isn't working.

Are you definitely using the proper memory?
The DDR2 DIMMs should work under 1.8 volts. You can install PC2 3200/DDR2
400, or PC2 4300/DDR2 533 modules in the DDR2 DIMM sockets. All the slots are independent of each other and the individual cards can be 128mb/256 mb/512mb or 1gb, up to a max total of 4gb.

Odd. If it was the keyboard alone then I'd maybe suspect a loose ribbon, but not when it's both devices. Have you tried a cold reset? Unlikely to resolve your problems but sometimes does fix the most unusual faults - switch off, remove battery, power plug and all attached devices, then hold power button for 30-40 seconds then plug everything back in and power up again. As I said, unlikely to be a fix, but sometimes...

From memory of working on a friend's mchine a while back, I think pressing Fn and F7 also locks / unlocks the touchpad.
You said you uninstalled the drivers. Did you actually uninstall the devices? Normally Windows (or whatever system you use) would automatically reinstall the devices on reboot.
Could be a virus too of course. Encountered that recently on another machine that was infected by the West Yorkshire Police virus. Unlikely though, as you'd have seen the threatening messages first asking you...
