I've been soldering for years. I have the service manual and followed it step by step to determine that it is the P board. Do you think its worth ordering a new IC?
Do you think just changing the capacitor next to that IC might help? I saw this:

Oh ya, forgot the basics! The tv's red LED blinks 10 times when plugged in, and it won't power on. I believe there is supposed to be 14 volts output after measure on a certain pin, but I don't get any voltage.

Panasonic Plasma Power supply board
I have a Panasonic TH-50PX60U that I identified has a bad power supply board as I determined using the service manual.
The power supply board model ETXMM610MEF/NPX610me-1, which seems to be slightly different than all the fixes I find online. Anyone ever fix one of these?
I've checked for a thermal resistor (doesn't have one) as per youtube video:

I've tried freezing the IC labelled TEA1610 as per video, even though my board is slight different than the IC TEA1611
