I was going to say it might be something on the logic side that is having a problem, but it's cutting off the OSD message on the display, so seems to me that it's something after the logic side of things. Might be an ADC? PWM Controller? MOSFET? Buffer board?
It appears to panelize out to 3 on top and 3 on the bottom if you were to copy/paste that square across the screen (without lens distortion), so maybe that will be a clue to looking for 6 identical parts.
Do the "static" and lines change each time...

Well I think I'm making a bit of progress lol. This board is really confusing since everything is testing good, until I tried components after the magnetics for the interfaces. Some resistors are testing way low, I'll have to remove them to verify that. Before the magnetics I'm getting 2.56v, which I'm not sure is what is expected or not.
I also found this which was interesting:
Testing the tx/rx termination resistance revealed that most are way off except for one which was 150ohms exactly. It says in that guide...

Juniper SSG5 Dead Ethernet Ports
Picked up 2 SSG5's with dead ethernet ports and not really sure where to start to try and locate the problem. When turned on one has 2 ports that the activity light blinks once every so often, and the other has 1 port that does the same, which were taped over by the previous owner, so I assume they are not working. Not all of the ports on these are dead, I tried the ones without tape, 3 work on one and 4 on the other, both mostly on the right side, both have dead wan ports.
Looked at the caps, none of which appear to be bulging (will test tomorrow with multimeter), tested some surface...

Just wanted to say thank you to everyone for your help!
I replaced the bad zener diode (18v) and resistor 3R0 (2.2Ohm worked) and it's now working close to what it was before.
I unfortunately destroyed one of the pots trying to desolder it to get it out of the way, and lifted a pad, but after surface soldering a new one, it worked out just fine.
And I'm not sure if anyone is already aware of this (I wasn't), but a bad resistor can cause other resistors to give false...

Check around for any bulging capacitors. If you don't find any, it isn't an indication that one couldn't be bad, but it is a quick way to see if that might be the cause.

Thanks everyone for the suggestions/info!
Zeners are cheap enough I can buy a bunch of values, only question is what is the worst case if the zener is too high or too low? I would like to avoid blowing up other sections of the board if possible since thankfully (hopefully? lol) this seems to be isolated to a few components.
Going to re-assemble the TV and see what voltage is being fed into that area, may help to narrow it down.

@Jerry7591: Looked around on datasheetarchive, so far no luck.
@tom66: I'm starting to think it might be proprietary to the OEM. Is there another way to figure out what voltage this thing is? There are a few others on the board thar seem ok.

Yeah that is exactly what I was doing. That and attempting to get rid of this blue static that appears after ~1hr of use. That was apparently a common fault of this model since others had reported the same thing and said that a fan on the back left of the TV fixed it. A fan did fix it but so did adjusting one pot (forgot which one now).
Anyway, the part is labeled ZD, while other diodes are labeled D, so I just assumed it was a zener.

Model: Samsung HP-S4253
Well, I broke my plasma thanks to me using a metal screwdriver to adjust a pot (Y-FR), but missed and hit a resistor + grounded heatsink instead. Once that happened I got a big spark. After that the panel had tons of "sparklies", or red/green/blue pixels that flash all over the screen, which looks a bit like static. The colors for the picture are somewhat off and have some vertical banding, which makes me think the panel is now being overdriven.
