You can see a lot of references to working ergonomic standards, defines visual quality and safety requirements to your display, on rear shield. There is every likelihood that your display had certified to TCO-03: , in this standarts terminology, color or bright uniformity can be realized as "glow". Only measurement and recalculating using mentioned standard requirements can take objective criteria, is this phenomena defect symptom or not.

Before servicing the discussed unit you should assume the measures to prevent the electrical shock because the considerable part of power supply components are under high voltage.
Is F801 fuse safe and sound?
If this fuse is OK, are secondary output voltages present on PSU outputs? All circuit names are printed on PSU PCB nearby the secondary power connector.
If fuse is burnt, check D802-D805 rectifier, C805, Q803, R811.
C805 can look as new, but it can lost his capacity. If Q803 is short, probability of PWM...

As I remember, 2408WFP use SAMSUNG LTM240CS05 LCD-panel. If discussed defects are look very much like following photo:

(this is a photo of one of previous 24" SAMSUNG panels defect)
it's frequent SAMSUNG LCD-panels defect - fault of T-CON (timing controller) PCB, which is a part of LCD-panel. The T-CON PCB of DELL 2408WFPB is marked as LTM240CS05FFCC4LV0.4 and can be found in free market. I had restored one of same PCBs...Last edited by gavs; 12-11-2012, 08:10 AM.
