Have you tried taking out the Y-buffer boards and checking the voltages? If you still get no Ve then it is probably worth trying a different Y-main board if you can get one for a reasonable price. Your boards look completely different than the ones in the PN60F5350 I was working on.

Thought I should update this thread and close it out.
I sort of dropped it when I got busy with other things last fall and the thread kind of got hijacked. Two weeks ago I started looking at it again. Disconnecting things doesn't seem to help at all on these sets. There must be feedback that shuts the voltages down if everything isn't just right. The repairs I had made to the Y-main board got the panel voltages to work momentarily at turn on, but I still had nothing on the OutL tp as I originally mentioned so I checked the...

I thought I would try checking them for shorts so I took them out. Not sure exactly which pins to check but I didn't find anything conclusive.
Those connectors to the Y-main board are annoying, but I got them apart again without damaging them.
With the buffer boards out, the voltages still do not stay on, but I did notice a slightly different behavior. When I plug in the power, the red LED on the front stays on. Then when I hit the power button, it goes out, blinks twice, slowly blinks ten times,...

I didn't take the front bezel completely off, but I lifted it and checked all the way around the edges. I don't see any cracks or imperfections in the glass. Are there any special ways of checking for them? Would a problem with the Y buffer boards cause this symptom?

Yes, I saw the label on the panel and found the test points. Initially the Vs wasn't working because of a shorted IGBT and the Ve wasn't because of a faulty Mosfet. I changed those and now the voltages are:
Vs label 208 actual 209 momentarily at power on then drops slowly
Va label 57 actual 56 "
Vsc label -195 actual -195.5 "
Ve label 113 actual 112 "
If I understand the names correctly, there is no control board.

Samsung Plasma problem PN60F5350AFXZA
Trying to help out a friend with a Samsung plasma that quit working. It is only a couple of years old. I am not familiar with plasma TV's at all, but I have had some success fixing various electronics so I thought I would give it a try. He had replaced the power supply and the main board, but then gave up. When you plug it in and hit the power button, it turns on the red power indicator and there is a green led on the main board that blinks slowly. No picture or sound. I have not seen one of these operate so I don't know if there is supposed to be a startup sound or not.

I was recently given a smaller Vizio TV that has an odd problem. It powers up Ok, but has no channels setup. (says "No Channels in Master List") When I select Menu on either the remote or the switches, the menu comes up and then disappears before any selection can be made. If I connect a DVD player and select the Component input I get picture and sound so I think the power supply and panel must be good.
I suspect a firmware problem, but the info I have been able to find regarding firmware says that these receive updates automatically over the internet.

Why not take a lead from the broken screen and splice the wires? Use a couple of layers of shrink tube and you should be ok. Did the test lamp light up completely in each of the four sockets? If it did, then I would replace the caps and try it. If it didn't then I might suspect the transformer.

Inverter Transformer??
Has anyone had any luck substituting inverter transformers? I have an Asus VW246H that developed a backlight problem. Couldn't find a schematic, but didn't see anything obviously wrong with the power supply. Using a test lamp on the four lamp outputs, I found that one of them was weak. It would only light a couple of inches of the tube. I suspected the inverter transformer might be bad, but resistance readings were consistent. (1040 ohm secondaries) After checking a few more things, I swapped the two transformers and found that the problem followed. Further examination of the bad one revealed...

Sounds like a problem with the display board to me. I have not had any experience with them going bad but I would think the only practical solution to that is to replace the board. If you can locate another monitor like it swap display boards for a test. I have a VW246 that I am trying to fix an inverter problem on. I haven't been able to locate a service manual with a schematic. Have you?

I don't think a bad transformer would keep it from trying to light and if one transformer is good the light connected to it would at least light briefly. Perhaps there is something wrong with your protection circuit so that it is preventing it from trying to light. Or the signal to turn on the lamps is not getting to the inverter.

Does the backlight do anything? Blink on and off when you power up? Have you tried a test lamp?
I had a different Samsung with 4 lamps that would blink twice at power up and then nothing. I thought a lamp might be bad, but a test lamp showed one of the connectors would only light the test lamp partially. The secondary resistance was off a little on that winding so I replaced the transformer and it is working good ever since.

Update:
I have now had a chance to work on these a little more and it turns out they all had the same problem. The wire going to the far end of the top bulb was disconnected and arcing. By far end, I mean the end opposite where the wires come to the bulb. A little cleaning, soldering, a dab of silicone sealer and they are operational again. Taking the panels apart to get to the bulbs is a bit touchy, but with care it is not hard. The heating/cooling of the bulbs must eventually break the connection and lead to this problem or else...

I don't think I understand the comment. The LED I was referring to was the indicator in the power switch. It shows blue when the power is on and orange when the monitor goes to standby. Pretty common. Most switch mode power supplies will shutdown if they are overloaded and then try to restart. I suspect this is what was happening in this case.

Finally got a chance to work on these a little more. I took the lamps out of the #4 panel ( the one that had the flickering problem). The top lamp had some discoloration on the ground end. I then took these lamps and plugged them one at a time to the number 2 monitor. With the bottom lamp from number 4 in place of the top lamp on number 2, it looked like I had a good combination so I took apart the #2 panel and put in the lamp. The reflector had to be turned around to match which wouldn't be difficult except the ground wire is stuck to the...

By chance a fourth identical unit showed up in the recycling bin so I gave it a try. It worked, but had an annoying flicker. This gave me a chance to do some parts swapping and comparative testing. When I put the #1 and #2 boards on #4 panel they each worked (I couldn't really evaluate the flicker) so I was more convinced the panels were bad, but then I put the #4 boards on the #2 panel and that combination also worked although the backlight blinked off once before staying on. I did notice an odor of ozone though, so...

I have searched for similar issues without success so I thought I would start a new thread.
On power up the power LED just blinks on and then off repeatedly. I suspected bad power supply caps, but on dis-assembly nothing was obvious. Most problems seem to be related to the backlights, but while trying to check those I found that the power will stay on if the ribbon cable is disconnected from the panel.
