I replaced the Digital Main CBA Unit with a used one from Jimmmys and it fixed the problem. Tom the troubleshooting manual for the TV was very helpful thanks for the link.

Took a chance and purchased a power supply board, thought I had some bad readings, but the new board I have the same problem. Any external input HDMI, USB, or cable box the set goes into an automatic restart. If I just hook up the cable straight from the wall I get a tv picture. When I tried to do an automatic channel setup the tv reboots. I can punch in a station let say channel 5, I get a scanning pop up , then the station will come on.

I tried a cable to the tv without the box and I do get picture. The colors look ok but not bright and vibrant. Also when I do a auto channel select it does not find any channels, but manually I can input them.

Trying to figure what circuit board might be the culprit. The TV powers on can goto menu and settings, when I attach a HDMI, USB, or Cable TV to unit the power resets, philips screen comes on and keeps on resetting. Think it might be either the Jack Power CBA unit or the Digital Main CBA unit. Any ideas how to isolate which one. I have the schematic and a fluke meter.
