I had the same issue and the same BIOS chip. I believe it depends on BIOS version. However here is how I unlocked mine:

1. Make backup of original BIOS... do not patch this one.
2. Find factory image for T480 and patch! I used this one ([URL]https://www.badcaps.net/forum/showthread.php?t=79414[/URL]​)
3. Use patched factory image to remove SVP as per instructions for autopatcher tool
4. Flash original BIOS
