Well, its white and im having trouble scraping it off the cap. Its only forming on some of them so I can only assume its not dust.

DFI PRO875 Bad Caps?
Ok the symptoms are :
*Delayed Post, sometimes not at all. When I press the power button, everything turns on but it takes a further 5 -15 minutes for it to beep and then display something.
*CMOS will not save any info, I have got 2 bios chips that have the same issue so its not the chip. I have also changed the CMOS battery and CMOS is not set to CLR.
*Requires 'pre-heating' my Pentium4 Prescott to around 75 degrees C before it has any chance of posting properly. I do this by unplugging the CPU fan for about 2-3 minutes, plugging it back in, resetting...
