Probably. If you have activity on the BIOS CS# pin then the CPU reset signal must be present. And it means the BIOS is starting, but the POST fails. Which could be many things, but most of the times it is either:
— BIOS corruption, that's why flashing the BIOS in this situation could help
— Dead PCH

Dell inspiron 3542 (Cedar_intel-mb 13269-1) Turns off after 2 seconds
When you press the power button, the laptop turns on, a picture appears with the words Dell and immediately turns off. First of all, I flashed the BIOS from the off site,and replace the io chip I measured everything on the drosels, everything is normal, I also checked the on button. Disconnected the entire periphery, changed the RAM too,without RAM, the laptop does not turn off, on usb outputs it seems everything is all right. Tell me, can anyone come across such a problem ???? -
