Didn't work ...

Hello everyone. I have problem most likely with bios because I found no shorts on motherboard, all voltages seem to be present, laptop keeps restarting, the fan spins for a while a then stops when it starts spining again the keyboard lights up and it happens over and over. I tried bioses from other topics and they didn't work.
I tried to clean ME myself in my original bios but for some reason after cleaning ME, ME analyzer showed that bios is corrupted, still new to editing bios so I appreciate any help or advices.

Laptop turning on but no display, current sitting at 0.100A, no flowing, under thermal camera only CPU gets little bit hot (around 40C)
