You seem to be missing PD2, and the resister just to the left of it appears to be misaligned and quite likely shorting something it shouldn't be. Clean up the area with isopropyl, then post a clear pic of the area [USER="295753"]mon2[/USER] shows.mon2

First computer was a PET... yup, brand new and yes, I'm past 65... 😀 Had a VIC-20, still have my original C64 (and a spare!), have owned Model 3 and 4 TRS-80's, a few Tandy 1000's, and a slew of PCs both brand name and self-built. The current machines are multi-cores with no less than 32G of RAM, at least one RAID array each, displaying on no fewer than 2 LCDs. Add in the NAS, printers and scanners, a couple of laptops, and you start to get a feel for the homelab.
