What is the voltage given you by the power supply? When its disconnected it should be 19.5, 16 is not acceptable. You sholud have 19-19.5 in your lines after the power jack, before power chips.
Power jack centre pin should be 19.5, outside metal shield 0v-ground. Your black multimetter probe is attached there.

SheDevil, this PL5 component should be coil and soldered in this way its your ground. Its definitely shouldnt touch positive/center pin of the power connector.
You should separate them with soldering iron or (if you dont have) you can use sharp tool to cut and remove exceed solder between central point and pl5 coil.
Sometimes solder gets expanded by itself caused by quick temperature changes. Thats why it makes contact with Ground and doesn't alows notebook to power on, making short to the power supply.

If your PQ35 MosFET for NortBridge/Graphic burns everytime, you should check Pu12. Mine was gone. After replacement, it`s alive.
