Try Atlas ESR meter from Peak Electronics or Farnell. This also gives capacitance value as well as ESR reading. About £80-90 inc delivery and ready built.

Hi
I bought the Atlas ESR meter from Peak Electronics in UK. It shows ESR and capacitance. It comes with test leads and two small gold-plated croc clips. You have to press a button to start the measurement, but the good thing is that it switches itself off after a minute or so.
I have used it to test motherboard caps in-circuit and it works well - just make sure you get the version with the latest firmware. I bought mine from Farnell and it was a very old model and constantly hung! Peak upgraded it for free and now works well....

Netgear routers are also affected
They seem to have used Tolon caps in 2003 routers. Mine has a blown cap.
Many others on the Netgear forum seem affected also!
Lets hope we don't see a Boeing 737 on this list!

Bad news! Netgear equipment is affected as well!
I have a DG824M built in 2003 and it has a bad Tolon cap!
From the Netgear forums it seems many people have issues with older routers dropping the ADSL connection and other intermittent problems which only started happening after a year or two!
