More pictures to come soon, but in the mean time; What causes a voltage drop in a circut? Is this another cap that is failing or is there another failure some where else?

Sorry for the long replay time, I live near the High Park Fire in Colorado, very interesting last few days.
Here are Photos of the tuner card and one of a DC-DC Board I'm hoping someone has more information about. Everything else on the TV is working fine; TV tuner picture is still not clear and the only voltage I can see is wrong is a 5v line running from this DC-DC board to the tuner card, reading 4.4v. Thanks to anyone willing to help me....

selldoor, My problem is local to the tv tuner. On the other inputs there is a very faint line moving top to bottom very slowly but if you sit back about 10 feet you cant see it. The only other problem I have come accrost is in the multi screen mode (PIP/POP/PBP) If any of the screens use the tv tuner the TV will restart and revert to a single input but only when the cable is plugged in. I can use all modes with no cable pluged in; however and input on the TV tuner causes restart and reset to single input.

Over the weekend I have taken a multimeter to the power board. I have been told that all the mounting scrows are grounded, however every test point on the board is reading an unstable voltage vering by as much at 7 to 15 volts for the low volt connections. I have tested almost all the plug terminals and they are all stable, never changeing. The good news is I found one line running from a DC-DC board (located next to the mainboard) to the tuner card, the line is marked for 5v and is testing at 4.4v. Everything else in appears to have the correct...

There is a 'test point' for the 29v circut however I have looked over the board and there is no ground, RTN 'tet point'. I used a multimeter to messure accrost the plug terminals. 28.9v very stable, no change in voltage....

This is the most complicated picture post I have ever tried to complete, (PEBCAC error mostly).
I was doing some additional trouble shooting last night and I attempted to engage the multidisplay modes (POP, PBP,PIP) and the TV restarted....

Thank you for the replay Tom. I have only replaced two 2200 uf, 10volt caps located between two heatsinks on the near the center line of the board. I was advised to replace them with 2200 uf 35volt caps.
How can I locate the tiny cap for tuning on the +33v line?

Dell W4201C TV Bad Cable Picture
I have a w4201c with very bad cable reception. The TV started to dislpay wavy lines moving from top to bottom when first turned on, after a few minuts the picture cleared up. Days later the TV would turn on (blue power light in button was active) but no dell splash screen, remote was unresponsive, and turned off after minuts or so. I have completed the cap replacement on the power board as suggested in many threads, the TV turnes on every time and is responsive to the remote, however the wavy lines have the picture moving around so much, nothing can be viewed (audio is clear and clean); reminds...
