With out an true LCR meter at hand you may not even build an stereo amplifier that both channels will have the same volume output or frequencies response.
Or even confirm that the capacitors which you got from eBay are genuine or not.
Capacitors is an important electronic part, build under strict specifications that cheap ESR meter can not measure for all reasons mentioned all ready.
In electronics with out the proper tool at hand you can not work at all.

And I will add that all these measurements they require a meter with four digits display resolution, and accurate milliohm measurement with Kelvin type test leads.

There is no need for Low-ESR capacitors on a 4W PLL transmitter.
You will use regular parts, and you will use a transformer based PSU for it, so to avoid a pulsing power supply and all it harmonics.
I am aware that you are after the perfect possible result in your assembly, but this is a classic design that is used for 25 years now, and does not need any magic so to become perfect.Leave a comment:

I will just pass again my recommendation about Advanced SystemCare 7.
After using it for a year as free, I did pay the yearly fee so to get it.

It is true that when shopping for an Oscilloscope it is hard to predict the ultimate bandwidth that you will even need.
But if you watch the bandwidth specifications of active Oscilloscope probes, you will get a good indication regarding the max usable bandwidth by real applications today.
Some one required an differential probe at 100MHz and the manufactures responded to this new requirement in bandwidth.
Everything is action and reaction.

I will say to all that is definably a requirement when you are following the correct pattern about conducting capacitors testing.
Capacitors datasheets are the ones which setting the requirements about the technical specifications that an LCR meter should have for Low-ESR measurements & capacitor evaluation according to their manufacturer.
