Ok neoprogrammer worked, but same symptoms.
I will remove the IC and attempt again:
Is this the correct sequence?
-Clear flash
-write 0 to status registers
-write fixed flash
-write 0x88 and 0x42 to status

when trying to write the status registers S9/QE is greyed out in Asprogrammer so register 2 is set to 40 instead of 42. Will that be an issue?

I read through this post:

It seems like my tv is exhibiting similar symptoms. I have backlight when only the power supply is connected, but I didn't test much further.
The main board is slightly different (BN94-12402R) although it is stamped the exact same...
Board is stamped:
