I just fixed PSU replacing two Caps, C14 & C15 (1000uF/10V). Caps are located on both side of the purple wire in PSU (standby voltage, 5V).

Before fix I measured voltage being 3,2V in purple wire. After pressing power button Shuttle took 30s to switch on and the voltage reached 3,35V.

After replacing Caps the voltage is back to 5V.

Using external power switch you'll save the PSU lasting longer. Standby voltage is on all the time when the 230/120V cable is connected.
