Where can I find that firmware? I don't have a second motherboard and I couldn't find it on the web.

I have a problem with Dell Latitude 9410 - LA-J541P v1.0. This laptop have 2 USB-C ports for charging.
This laptop had broken PD controller TPS65988 - it was heating up to 80 degrees. After changing it to new IC (2 new ones) I don't have 20V, only 5V from USB-C power supply. I checked USB-C ports and they are fine.
TPS65988 voltages:
VBUS/VBUS2 pin 13/14 - 5V
PP_HV1/PP_HV2 pin 1/2/11/12 - 0V
C1_CC1/C1_CC2 pin 24/26 - 1.7V from voltage divider

What does this IC require to change 5V to 20V?
