Appears to be a short to ground, no resistance, my meter just says 1. I will carry out what mon2 says today. Thanks for the responses guys....

I am new here and am looking to diagnose this board, from the looks of the internet these are known for problems
No power no charge, found from another post with a slightly different problem, a diagram which I'll use as reference.
PQ310 has 19.5v power one side, none on the other. Pin 4 has nothing, PQ311 has no power either side, power is at the resistors and capacitors right next to pq310.
The side of PQ310 with no power also shows a short to ground but only sometimes (Get my multimeter beeping from it sometimes but then sometimes it will show 385) PQ311 on the...
