The touchscreen of my tablet started malfunctioning in a strip about one centimeter wide that stretched across the screen, approximately 5 centimeters from the top edge of the tablet.
I bought another touchscreen and replaced it. The issue with the strip disappeared, but on this new screen, the bottom area didn't work, up to about 6 centimeters from the bottom edge of the tablet. ACER Aspire 5542 does not boot. Can not read BIOS on the motherboard

I am trying to fix an Acer Aspire 5542. Upon turning it on, the fan starts to spin for a few seconds and then it stops. I hear no beeps from the speaker. I have no image both on the laptop screen and through VGA and HDMI connectors.
I measured voltages, and it seems all power supplies are OK. There are 5V, 3.3V (BIOS), 1.8V (RAM), and 1.1V (VCORE).
I tried to read the BIOS using a CH341A programmer, but it did not detect the chip. I took the BIOS chip away from the motherboard, and then the CH341A detected the chip, and I was able to read the code. However,...

I own a Fluke 117 multimeter, and suddenly it started displaying "Err EEPr" when turned on. What puzzles me is that the error is not permanent; sometimes it works fine.
Do you know what could be wrong with the multimeter? Any tips on how to try to fix it?
