I have nearly the same issue but without any spinning of the fan. After the power on chime it has a white light for 5-6 seconds and then plays the off chime and turns off. In between hard drive spins and disc eject beeps.... -
Hi I have an Xbox with the same issue here.
if I press on power it beeps and No fan spin. White light come up and after 5-6 seconds the power off beep comes and it shuts down.
By observing the heat during power plugged in I can see those 4 times boot cycles as well.

Hi I also facing problems with a EDM-020 and CFI-1116A Board.
Used this but it is not working.
Does anyone have a good known bios for 1116A Boards?
