May I ask what the usual resistance range for the 5V ALW rail is?

Pin 23 Resistance: 200kOhm
Pin 23 Diode mode: 0,76V
Yes I have PR9948 and it also shows the correct resistance (100kOhm)
I have now removed PQ25 and therefore the enable signal of the Power IC should only controlled by EC_ON_5V. Indeed the enable pin 6 is now at 3V. However the IC still does not give any voltage on its main output to PL6. Pin 5 (VIN) of the IC is 9V, and I do not know what the other pins are for, as I cannot find a datasheet for it.

On Pin 23 I have 0V and Pin 25 toggles LOW to HIGH 3 times after I plug in the charger. I can also see this on the actual led when I connect it to the motherboard. This should be expected behaviour for Thinkpads.
Might be good to add that the green (optional) resistor that connects Pin 25 to USM_EN_5V is not present on my board. The signal only gets controlled by pin 23.

Thinkpad E15 G2 (Intel) NM-D011 Missing 5V ALW
Hello everyone,
I am currently trying to fix a Thinkpad E15 Gen 2 with the motherboard NM-D011.
Initially it was fully dead, no charging lights and charger did not switch to 20V. Replaced the USB-PD-Controller because it seemed to have an internal short and now the charge LED lights up, the battery gets charged but the laptop still does not show any signs of life when I press the power button.
The power button it self is definitely working as it pulls the PWRSWITCH pin of the SIO chip to ground when I press it.
Further troubleshooting...
